Off-plan payment plans explained
How Dubai off-plan payment plans work: booking deposit, construction-linked and post-handover instalments, the DLD fee and how to stress-test a plan.
- Booking
- Initial deposit on reservation and SPA
- During construction
- Date-based or milestone-based instalments
- Handover
- Balance due, sometimes financed by mortgage
- Post-handover
- Some plans continue after keys
- Paid into
- Project escrow account
The parts of a payment plan
Booking and SPA
You pay a booking amount to reserve the unit, then sign the sale and purchase agreement. The DLD fee (4% of price) and Oqood admin fees are usually collected around this time so the developer can register your contract.
During construction
Instalments are tied either to dates (for example, every few months) or to construction milestones certified for the project. Milestone plans move with actual progress; date plans do not.
Handover
The remaining balance before handover is due when the building is complete, alongside utility deposits and any handover charges. Many buyers fund this with a mortgage.
Post-handover
Some developers offer plans that continue for a period after you receive the keys, effectively developer financing.
How to compare plans
Two projects with the same price can cost you very differently depending on timing. Compare:
- Total cash needed before handover, including the DLD fee
- Size and timing of the handover payment
- Whether instalments are date-based or construction-linked
- Post-handover instalments and what happens if you sell or let early
- Late-payment penalties and termination terms
- Whether discounts for faster payment are offered, and whether they are worth it
A generous plan is part of the price. Ask whether the price would be lower for a shorter plan.
| Stage | Typical payments | Confirm in writing |
|---|---|---|
| Booking / SPA | Booking amount, DLD fee, Oqood admin | Amounts, payee, refund terms |
| Construction | Date- or milestone-linked instalments | Schedule, penalties, escrow account |
| Handover | Balance, utility deposits, charges | Final statement, service-charge start |
| Post-handover | Further instalments (if offered) | Term, resale conditions, early settlement |
Stress-test your cash flow
Lay out every payment by month alongside your income and savings. Then ask:
- What if my income drops for six months?
- What if I cannot get a mortgage at handover, or the valuation is low?
- What if the project is late and I am paying rent elsewhere?
- What if I need to sell before handover — what does the SPA allow? (selling or assigning off-plan)
Leave a buffer. Use the mortgage calculator to estimate handover financing and the buying cost calculator for fees.
Where the money goes
Instalments should be paid into the project's escrow account, which you can check on the Dubai REST app. Get an official receipt for each payment and keep a ledger. See RERA escrow accounts explained and how to verify a developer on Dubai REST.
Post-handover plans: the trade-off
Paying after handover can let rent help cover instalments, but you carry ongoing obligations to the developer. Banks may treat outstanding developer instalments as a debt when you apply for other finance. Selling before the plan ends usually requires settling the balance or the buyer taking it over with developer consent. Check the SPA carefully.
Common mistakes
- Comparing headline prices without comparing payment timing
- Forgetting the 4% DLD fee is due early
- Assuming a mortgage will be available at handover
- Missing an instalment and triggering penalties
- Paying instalments outside the escrow account
Before signing, run through the off-plan due diligence checklist and read off-plan vs ready property.
Who does what
The developer sets the plan, issues payment requests and certifies construction milestones under RERA/DLD oversight. The escrow bank receives your instalments. Your agent explains the plan and helps you compare projects, but should never collect instalments. If you will use a mortgage at handover, your bank decides how much it lends once the unit is complete and valued. You keep the schedule, pay on time and keep every receipt.
Questions people ask
Which is better: construction-linked or date-based?
Construction-linked plans move with real progress, so you are not paying ahead of the building. Date-based plans are more predictable for budgeting. Read the SPA to see exactly how milestones are certified.
Can I pay off-plan instalments early?
Often yes, sometimes with a discount. Check the SPA and get any discount in writing.
Is the DLD fee part of the payment plan?
The 4% DLD fee is usually collected early, separately from the price instalments, so the developer can register your Oqood. Confirm with the developer.
What if I miss a payment?
The SPA sets penalties and, after notices, possible termination. Contact the developer immediately and agree any arrangement in writing.
