Market guide
How the Dubai property market works
A clear explanation of how Dubai's property market is structured: who regulates it, off-plan vs resale, freehold zones, rentals, and where to find official data.
- Regulator
- Dubai Land Department and RERA
- Two sales markets
- Off-plan (primary) and ready resale (secondary)
- Foreign ownership
- Freehold in designated areas
- Official data
- DLD open data, Dubai REST, rental index
Who regulates what
The Dubai Land Department (DLD) registers ownership and every property transaction. Its regulatory arm, RERA, licenses brokers, regulates developers and escrow, oversees service charges and handles many tenancy matters. Disputes between landlords and tenants go to the Rental Dispute Centre.
Because everything is registered centrally, Dubai has unusually good public data for buyers who know where to look. That is the theme of this guide: understand the structure, then check the official figures yourself.
Freehold and where foreigners can buy
Under Law No. 7 of 2006 and related regulations, foreign nationals may own freehold property in designated areas. Well-known freehold areas include Dubai Marina, Downtown Dubai, Palm Jumeirah, Business Bay, Jumeirah Village Circle, Jumeirah Lake Towers and Dubai Hills Estate. Outside these zones, other forms of tenure may apply. See freehold areas in Dubai and freehold vs leasehold in Dubai.
The two sales markets
Off-plan (primary)
Developers sell units before or during construction, usually on payment plans. Buyer payments go into regulated project escrow accounts, and the sale is registered on Oqood. Large master developers build whole communities and set community rules; many smaller developers build individual towers within them. Buyers can check developer and project registration through the Dubai REST app. See off-plan properties in Dubai and the off-plan due diligence checklist.
Ready resale (secondary)
Owners sell completed homes through RERA-licensed brokers using Forms A, B and F, with transfer at a DLD trustee office. The buyer pays the DLD transfer fee of 4% of the price by custom. See how to buy property in Dubai.
The two markets influence each other. Attractive off-plan launches can draw buyers away from resale stock nearby; ready homes offer certainty and immediate use or rent.
The rental market
Most Dubai residents rent. Tenancies are registered on Ejari, rent is often paid by post-dated cheques, and renewal increases are capped by the DLD rental index under Decree No. 43 of 2013, with at least 90 days' notice required to change terms. Since January 2025, the Smart Rental Index also considers building ratings. Short-term lets require a holiday home permit from Dubai's Department of Economy and Tourism. See how to rent in Dubai and Dubai rental index explained.
How costs flow
Owning property in Dubai involves a purchase cost (the price plus DLD transfer fee and other fees), ongoing costs (service charges set via Mollak under Law No. 6 of 2019, utilities, maintenance, insurance) and, for landlords, letting and management costs. Overseas buyers often focus on the purchase price and underestimate these running costs; build them into your numbers from the start, and take tax advice in your home country. See Dubai property buying costs and service charges in Dubai explained.
Reading market direction yourself
Headlines about the Dubai market are often based on selective numbers. For an honest view, go to the primary sources:
- DLD open data and Dubai REST for registered sales. See reading DLD transaction data.
- The rental index for official average rents.
- Mollak for service-charge levels in specific buildings.
- Dubai REST for project status and developer registration.
Look at specific buildings and communities rather than city-wide averages, and treat any forecast, including ours, with caution. Nobody can promise returns.
Questions people ask
Who regulates property in Dubai?
The Dubai Land Department registers property and transactions, and its regulatory arm RERA licenses brokers, regulates developers and escrow, and oversees service charges and tenancies.
Can foreigners buy property in Dubai?
Yes, freehold ownership is available to foreign nationals in designated areas. Check that a specific property is in a freehold zone before you commit.
Is off-plan or ready property better?
Neither is better in general. Off-plan offers payment plans and new stock but carries delivery risk; ready property offers certainty and immediate use or income. It depends on your goals and timeline.
Where can I find official Dubai property prices?
DLD publishes registered transaction data through its open data service and the Dubai REST app. These show what was actually paid, unlike listing portals.
