How cooling works in many Dubai buildings

Air conditioning is the largest utility cost in a Dubai home. Villas and some apartment buildings use individual split or ducted units that run on electricity, so cooling appears on the DEWA bill. Many apartment towers instead receive chilled water from a central plant or a district cooling provider. That cooling is billed separately, which is why people talk about chiller fees.

The building's documents, the seller and the property manager can tell you which system a unit uses and which provider supplies it.

How chiller charges are usually structured

District cooling bills commonly have two parts:

  • a fixed element linked to the cooling capacity allocated to the unit or building, charged whether or not you use the air conditioning; and
  • a consumption element based on the cooling actually used, read from a meter or calculated by the provider.

Some providers also charge account opening, meter or administration fees. The exact structure and tariffs vary by provider and building, so ask for a recent bill for the actual unit rather than relying on general figures.

Chiller free, included, and separately billed

Chiller free

In some buildings the landlord or owners association pays cooling costs, often through service charges, and tenants do not receive a cooling bill. It is not free; it is included in rent or charges.

Separately billed

The occupant opens an account with the cooling provider and pays both the fixed and consumption elements. Usage can be significant in summer.

Split arrangements

Some buildings recover the fixed capacity charge through service charges while occupants pay consumption, or the reverse. Read the tenancy contract and building information carefully.

When comparing two apartments, compare total cost: rent plus expected cooling, not rent alone.

What tenants should check

  • Ask whether the apartment is chiller free, separately billed or split.
  • Request a recent cooling bill for the unit, ideally from summer.
  • Confirm who opens the cooling account and whether a deposit is needed.
  • Make sure the tenancy contract states who pays which cooling charges.
  • Check the thermostat and outlets work at viewing.

Our moving-in checklist and DEWA connection guide for tenants cover the other utilities.

What owners and buyers should check

Before buying, ask the seller for cooling bills and confirm there are no arrears on the cooling account, because providers may require outstanding amounts to be cleared on transfer. Check how the building's service-charge budget treats cooling on Mollak, and read our service charge budgets guide.

For landlords, how you handle cooling affects demand. A chiller-free offer is simpler for tenants; a separately billed unit may need a slightly sharper rent. Our setting the right rent guide explains how to compare.

Reducing cooling costs

Service fan coil units regularly, clean filters, check door and window seals, and use blinds on sun-facing glass. A well-maintained system cools more efficiently and fails less often in summer. Our annual property maintenance calendar schedules this work, and our maintenance coordination team can manage it for landlords.

Questions people ask

What is a chiller fee in Dubai?

It is the charge for cooling supplied by a central or district cooling plant rather than individual AC units. It usually includes a fixed capacity element and a consumption element.

Who pays chiller fees, landlord or tenant?

It depends on the building and the tenancy contract. In chiller-free buildings the cost is covered by the landlord or service charges; otherwise the tenant usually pays. Make sure the contract says which.

Does chiller free mean cooling is free?

No. It means cooling is included in rent or service charges rather than billed separately to the occupant.

Why is there a cooling charge when I am not using AC?

Many providers bill a fixed capacity element regardless of use. Only the consumption part falls when you use less cooling.

Do chiller arrears transfer to a buyer?

Outstanding cooling balances are normally expected to be settled before or at transfer. Ask the seller for a clearance from the provider.
