When owners need a DEWA account

You need DEWA in your name when you move into a property you own, or while the home is vacant between tenants. For off-plan purchases, the developer usually manages the supply until handover; after that the account becomes the owner's responsibility. Our handover checklist for new owners shows where DEWA fits.

Each property has a DEWA premise number, usually found on the meter, on previous bills or in the sale documents. Keep it with your title deed.

How activation works

DEWA activations are made through its website, smart app or customer centres. Requirements change, so confirm on DEWA's site, but owners are typically asked for:

  • the title deed, or Oqood for off-plan
  • Emirates ID, or passport for non-residents
  • the premise number
  • a refundable security deposit, which varies by property type

Once paid, the supply is activated or transferred to your name. Keep the confirmation and register for e-bills so you see consumption month to month.

If the property has been empty for a while, check the meter reading at activation and photograph it. That gives you a clean starting point and makes it easier to query an unexpected first bill. If the home has a separate gas or cooling supply, open those accounts at the same time so everything starts on the same date.

Letting the property

In most long-term lets, the tenant opens their own DEWA account using the registered Ejari contract. Before the tenant moves in, close or transfer your own account so you do not pay for their use. When the tenant leaves, ask for their final bill and DEWA clearance, and reconnect in your name for the vacant period if needed.

Some furnished and holiday-home lets keep DEWA in the owner's name and include utilities in the rent. If you do this, budget for summer cooling and monitor usage. Tenants can read our DEWA guide for tenants.

The housing fee on the DEWA bill

Dubai Municipality's housing fee is collected through DEWA bills. The basis differs for owners and tenants and has been updated over time, so confirm the current rule with DEWA or Dubai Municipality. Make sure the occupant is correctly recorded, which is another reason to keep Ejari and DEWA aligned.

Selling: DEWA clearance

Before a sale is transferred, the seller must settle the DEWA account and obtain a clearance. Close the account close to the transfer date to avoid a gap in supply, and coordinate with the buyer if they are moving in straight away. Outstanding cooling or gas accounts should be cleared in the same way; see chiller fees explained.

Our selling guide lists the other clearances, including the developer NOC.

Overseas owners

If you live abroad, keeping DEWA activations and closures in step with tenancy changes is one of the easiest things to miss. A property manager for overseas landlords can handle connections, reads and clearances between tenancies, and our Ejari support service keeps the paperwork aligned.

Questions people ask

How do I connect DEWA as a new owner?

Apply through DEWA's website, app or a customer centre with your title deed or Oqood, identification and premise number, then pay the refundable security deposit.

Should the landlord or tenant have the DEWA account?

For most long-term lets, the tenant opens their own account using the Ejari contract. Some furnished or holiday lets keep it in the owner's name with utilities included.

Is the DEWA deposit refundable?

Yes, the security deposit is refundable when the account is closed and the final bill is settled. Confirm the current deposit amount on DEWA's site.

Do I need a DEWA clearance to sell?

Yes. The seller settles the account and obtains a clearance before transfer. Plan the closure date around the transfer appointment.

What is the housing fee on my DEWA bill?

It is a Dubai Municipality fee collected through DEWA bills. The rules differ for owners and tenants, so check the current basis with DEWA.
