The rules in outline
Holiday homes in Dubai need a permit from the Department of Economy and Tourism (DET). You can register as an owner-operator or appoint a licensed holiday-home operator who holds the permit and runs the property. The property must meet DET standards for furnishing, safety and guest registration, and fees and tourism charges apply. The step-by-step process is in our holiday home permit guide. Confirm current requirements directly with DET, as they are updated.
Check the building before you buy
Not every building suits short lets. Some owners' associations or master communities restrict them, limit access for guests or charge for access cards. Ask the building management and developer, read the community rules, and look at whether other units in the building already operate as holiday homes. Lift capacity, parking for guests and security procedures all affect reviews. A unit that works well for a long-term tenant may not work for weekly guests.
What drives short-term income
- Location relative to beaches, landmarks, business districts and transport
- Views, layout and how photogenic the unit is
- Quality and durability of furnishing
- Seasonality — Dubai's cooler months typically see stronger tourist demand
- Reviews, response times and cleaning standards
- Pricing strategy across platforms
None of these are guaranteed. Be sceptical of projected occupancy or income figures in sales material, and ask for evidence from comparable permitted units.
The real costs
Short-term letting shifts many costs from tenant to owner. Budget for:
- Full furnishing and periodic replacement
- DEWA, chiller, internet and TV, paid by you
- Cleaning, linen and consumables per stay
- Platform commissions and payment fees
- Operator or management fees
- DET permit and tourism-related fees
- Higher wear and maintenance
- Service charges (check the Mollak figure) and insurance suited to short lets
- Vacancy between bookings

Self-manage or use an operator?
Self-managing gives you more control and keeps fees down, but guest communication, cleaning turnovers and check-ins are daily work, which is difficult from abroad. A licensed operator handles listings, pricing, guests and cleaning for a fee, and may hold the permit. Ask any operator for their DET licence, fee structure, how they report income and costs, and their minimum contract term. Compare with self-managing vs using a property manager.
Short-term vs long-term
Long-term letting brings one tenant, Ejari registration, rent paid by cheques or transfer, and protected rent-increase rules. Short-term brings variable income, more costs and more work. The right choice depends on the unit, the building rules, your time and your appetite for variability. Read long-term vs holiday-home letting and, for area choice, best areas to invest.
Common mistakes
- Buying before confirming the building allows holiday homes
- Using gross nightly rates to estimate yield
- Under-budgeting furnishing and replacement
- Ignoring seasonality in cash-flow planning
- Operating without a DET permit
Questions people ask
Do I need a permit to rent my Dubai apartment on Airbnb?
Yes. Short-term letting requires a holiday-home permit from Dubai's Department of Economy and Tourism, either as owner or through a licensed operator.
Can I switch between short-term and long-term letting?
Yes, in principle, but you must cancel or adjust the permit and register a long-term tenancy on Ejari. Time switches to avoid gaps.
Is short-term letting more profitable?
Sometimes, but not always. Higher gross income is offset by heavier costs and vacancy. Compare net figures for the specific unit.
Can a tenant sublet on Airbnb?
Only with the landlord's written consent, a DET permit, and building approval. Unauthorised subletting breaches most tenancy contracts.
Do service charges differ for holiday homes?
The owner pays the same Mollak service charge, but some buildings charge extra for guest access cards or registration. Ask building management before you buy.
Can I let my property short-term while I live abroad?
Yes, but daily guest management is hard from overseas. Most non-resident owners appoint a DET-licensed holiday-home operator to hold the permit and run the property.
